Rybinski Engineering is seeking a Transportation Engineering Project Manager with engineering expertise to join our growing team.  We need a combination of technical and business skills.  The diverse workload includes traffic engineering analysis, traffic and ITS design, traffic congestion performance measures, transportation management systems, and operations training.

Position Description :

Project leadership in the delivery of technical and analytical services related to traffic engineering including field studies, traffic impact studies, traffic signal timing, technology and alternatives analysis, planning, design, contract documentation preparation (plans, specifications and cost estimates) and implementation management for public infrastructure agencies with a focus benefiting the traveling public.  This position encourages versatility in working with a variety of stakeholders and clients in determining objectives and approaches to assignments. Effective written and oral communication with project team members and with clients is a strength required for this position.  The position will direct and coordinate various engineering disciplines, internal and external to the company.  Travel within the tri-state area is required to serve client needs.

·         Responsible for performing all aspects of traffic engineering and design.

·         Comprehensive understanding of principles, theories, concepts, and industry practices and standards and their application.

·         Run a project team including internal and external resources, organize a vision into a project work plan, take initiative to achieve project goals with minimal direction, deliver work that can be implemented and valuable to the client.

·         Monitor, forecast and communicate project health metrics including deliverable products, schedule, resources, quality, budget and compliance.

·         Maintain effective communication and responsiveness with project team members across disciplines and with the client through all phases of project execution, including business development through project close-out.

·         Evaluate project goals and develop plans, specifications, cost estimates and schedules for use during project construction.

·         Perform detailed analysis of traffic flow theory, generating measures of effectiveness, identifying bottlenecks, predicting demand and traffic congestion, testing alternatives and systemwide effects.

·         Direct design activities of traffic signals, signs, pavement markings, intelligent transportation systems and lighting to ensure that construction, installation, and operational testing conform to functional specifications, recognized codes and standards, and client requirements.

·         Direct and coordinate operation, maintenance, and repair of equipment and systems in field installations.

·         Support company operations by creating structure, ensuring compliance, and coaching others to achieve excellence.

Position Qualifications:

·         Bachelor of Science in Civil Engineering required.

·         Master’s degree preferred.

·         Professional Engineering (PE) license is required.

·         At least 5 years related experience is required.

·         Knowledge of ITE, NEMA, NCHRP, MUTCD, HCM, AASHTO standards and practices required. Familiarity with Pennsylvania, Delaware and Maryland design standards desired.

·         Must be proficient in Synchro, HCS, Microsoft Office. Experience with ArcGIS and/or Apple applications a plus.

·         Strong written/verbal communication and presentation skills, time management, attention to detail, and ability to work independently or in project teams. A self-starter requiring minimal supervisory oversight.

Maryland Transportation Authority / Senior Intelligent Transportation Systems Engineer

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes across the State of Maryland. For nearly 50 years, the MDTA has provided Maryland’s citizens and visitors with safe, secure and convenient transportation facilities. Nature of Work:  The Senior Intelligent Transportation Systems Engineer is responsible for developing engineering plans, specifications and estimates with respect to Intelligent Transportation Systems (ITS) and Electrical scopes by applying engineering theories, principals and standards. The incumbent will perform a review of plans for engineering accuracy, adequacy and compliance with Federal, State and Local design regulations and standards.  This position also performs project management, contract administration and assists other disciplines with plans, reviews and designs of roads, structures, bridges, tunnels, harbor and port facilities structures, land development and other projects (or improvements to the same) by preparing ITS related plans, making quantity estimates, and performing other professional engineering tasks.  Duties and responsibilities for this position include, but are not limited to, the following:

  • Supervise a team of engineers comprised of ITS consultants in the planning, design, coordination and implementation of ITS programs (i.e. toll systems, security systems, fiber optic cabling, tunnel control systems, communications, incident detection systems, automatic traffic counters, dynamic message signs and control systems for movable bridges, fiber optic networks, and two-way radio systems); 
  • Assist the ITS Manager with identifying projects for inclusion to the ITS Program;
  • Write engineering specifications;
  • Assign work and review that of ITS team members;
  • Develop and maintain task/project schedules;
  • Track and manage budgets for ITS projects;
  • Estimate quantities and cost of materials, equipment and labor;
  • Prepare engineering reports;
  • Coordinate with other MDTA Disciplines;
  • Communicate answers to contractors regarding Request for Information (RFI);
  • May manage small and less complex projects from beginning to completion.

Employees in this classification receive general supervision from an ITS/Electrical Manager or other designated administrator. The current vacancy exists in Baltimore, Maryland in the Office of Engineering and Construction.

Project support in the delivery of technical and analytical services related to electrical design including field inspection and analysis, studies, technology and alternatives analysis, planning, design, contract documentation preparation (plans, specifications and cost estimates) and construction management for public infrastructure agencies with a focus on transportation facilities.  This position allows for considerable latitude in determining objectives and approaches to assignments. Effective written and oral communication with project team members and with the customer is a key component of this position. May direct and coordinate various engineering disciplines for large scale engineering projects. Some domestic travel may be required.

• Responsible for performing all aspects of engineering and design and has comprehensive understanding of principles, theories, concepts, and industry practices and standards and their application

• Performs calculations and evaluations in the design of solutions and systems for public infrastructure applications.

• Maintains effective communication with project team members across disciplines and with the customer through all phases of project execution.

• Evaluate project goals and develop plans, specifications, cost estimates and schedules for use during project construction.

• Perform detailed drafting of low/medium voltage drawings (power, grounding, lighting, and communications) and associated single lines & schematics/wiring diagrams; perform cable sizing, power and voltage drop calculations; perform lighting design calculations; perform arc-flash, short-circuit and coordination studies.

• Directs activities to ensure that construction, installation, and operational testing conform to functional specifications, recognized codes and standards, and customer requirements.

• May direct and coordinate operation, maintenance, and repair of equipment and systems in field installations.

• Perform as-built activities for retrofit or upgrade electrical design projects, drafting of field mark-ups for as-built drawings, and construction support for electrical systems at job site.

 

Qualifications:

• Bachelor of Science Electrical Engineering required

• Masters degree preferred

• Maryland Professional Engineering (PE) license is required

• At least 7 years related experience is required

• Knowledge of NEC, NFPA codes and standards required.  Familiarity with SHA, MDTA, and VDOT electrical design standards desired.

• Must be proficient in Microsoft Office Software, CADD software (MicroStation, AutoCAD), design tools such as SKM, Agi32 or equivalent lighting design software.  Experience with ArcGIS a plus.

• Strong written/verbal communication and presentation skills, time management, attention to detail, and ability to work independently or in project teams.   A self-starter requiring minimal supervisory oversight.

• Some or all of the following disciplines may be encountered in this position: information and communications technology (ICT) systems architecture evaluation and design including cloud and edge; big data storage, processing, and analytics in a transportation management context; network design and security; controls systems design; communications including fiber, telco, and various wireless; and connected vehicle infrastructure and applications development. 

• Perform customer site visits, evaluate and analyze existing systems, develop reports and plans based on project analyses and assessments, and develop solutions for upgrade and retrofit.

• Coordination and attendance at project meetings with clients, public officials, engineers, planners and transportation system users.

• Project support in the delivery of technical and analytical services, including plan and specification preparation, cost estimates, schedules, data analysis, research.

Qualifications
